normal style="text-indent:21.0pt;line-height:24.0pt">1、滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

normal style="text-indent:21.0pt;line-height:24.0pt">2、落實政府采購政策滿足的資格要求：

normal style="text-indent:21.0pt;line-height:24.0pt">政府采購應當有助于實現(xiàn)國家的經(jīng)濟和社會發(fā)展政策目標，包括保護環(huán)境，扶持不發(fā)達地區(qū)和少數(shù)民族地區(qū)，促進中小企業(yè)發(fā)展等。

normal style="text-indent:21.0pt;line-height:24.0pt">3、本項目的特定資格要求：

normal style="text-indent:21.0pt;line-height:24.0pt">1.投標人具有獨立的法人資格，具有有效的營業(yè)執(zhí)照；

normal style="text-indent:21.0pt;line-height:24.0pt">2.投標人具有機電工程施工總承包叁級及以上資質(zhì)等級和有效的企業(yè)安全生產(chǎn)許可證；

normal style="text-indent:21.0pt;line-height:24.0pt">3.投標人擬派項目經(jīng)理須具有機電專業(yè)貳級及以上注冊建造師執(zhí)業(yè)證書（不含臨時）及安全生產(chǎn)考核合格證、且無在建項目（出具由法定代表人及項目經(jīng)理本人親筆簽名并加蓋單位公章的承諾書）；

normal style="line-height:24.0pt">    4.投標人擬派技術負責人須具備中級及以上技術職稱（證書網(wǎng)上可查詢）；

normal align=left style="text-align:left;line-height:24.0pt">    5.擬派項目主要管理人員（項目經(jīng)理、技術負責人)及委托代理人必須為本單位正式人員，須提供以下證明材料：①投標單位與其簽訂的勞動合同；②由投標人為其辦理的養(yǎng)老保險（須提供投標人為其連續(xù)繳納的2021年4月份至2021年9月份養(yǎng)老保險繳費證明，提供查詢頁面截圖及查詢途徑，可隨時查詢，若因系統(tǒng)故障，則須提供社保管理部門出具的繳費明細證明，但在系統(tǒng)恢復正常后采購人仍保留隨時進行查詢的權利）；

normal align=left style="text-align:left;text-indent:21.0pt; line-height:24.0pt">6.提供近三年（2018、2019、2020年）經(jīng)審計合格的財務審計報告，（若企業(yè)成立不足三年，則以企業(yè)成立年份向后推算，提供相應年份的經(jīng)審計合格的財務審計報告）；

normal style="line-height:24.0pt">    7.投標人需提供“信用中國”網(wǎng)站的“失信被執(zhí)行人”和“重大稅收違法案件當事人名單”、“中國政府采購”網(wǎng)站的“政府采購嚴重違法失信行為記錄名單”查詢結(jié)果頁面截圖，若有不良記錄，報名無效（執(zhí)行財庫【2016】125號文）；

normal style="text-indent:21.0pt;line-height:24.0pt">3、逾期送達的投標文件，招標人不予受理。

normal style="text-indent:21.0pt;line-height:24.0pt">4、未通過平頂山市 網(wǎng)報名的投標人，其投標視為無效。

normal style="text-indent:21.0pt;line-height:24.0pt">5、電子投標文件的提交：電子投標文件應在投標文件提交截止時間（開標時間）之前成功提交至《全國 平臺(河南省▪平頂山市)》 系統(tǒng)。
